Libya is experiencing 鈥渁 serious crisis because of negative foreign interference,鈥� Faiez Mustafa Sarraj told the United Nations General Assembly on Wednesday evening.
With 鈥渆xternal financial and military support,鈥澨齮he President of the Presidency Council of the Government of National Accord听told delegations that a听military assault against the capital,听Tripoli,听has 鈥渓ed to institutional and political division鈥� and impacted the peace and security of the citizens.听
鈥淚t is no exaggeration to say that the stability and civilian nature of Libya is a critical matter, not only for Libya鈥ut for the region and the world鈥�, he lamented.听听
Mr.听Sarraj听recalled听that this past听April听when the 缅北禁地Secretary-General was听听and the country was听preparing excitedly and hopefully to hold a national inclusive conference听and 鈥渢he criminal [self-styled Libyan National Army (LNA) of commander] Khalifa Haftar鈥� had attempted a coup, which, like his 2014 attempt, failed.听听
鈥淩epeating once again his desperate attempt to militarize the country and to block our path toward a modern civilian State,鈥� he said that outside support听had听enabled the 鈥渂loody criminal seeking power鈥� to wage the aggression.听听
He criticized United Arab Emirates media for providing Haftar with a forum for his hate speech and incitement.听
Denouncing 鈥渆fforts that support the war criminal and鈥� coup-plotters in violation of听缅北禁地Security Council听resolutions鈥�, Mr.听Sarraj听said Libya considers听thos听supporters听鈥渕orally and legally responsible鈥�.听听听
Extrajudicial killings and aggression听
Mr.听Sarraj听cited extrajudicial killings and听enforced displacement听as two examples of widespread human rights violations听that have left听some 3,000 causalities and听hundreds of thousands听displaced.听
Moreover, Mr.听Sarraj听maintained that Mr. Haftar has committed听war听crimes, including randomly bombing civilian听neighbourhoods, airports, hospitals and ambulances as well as recruiting children.听听
鈥淲e ask the ICC [International Criminal Court] told hold听the听responsible criminals accountable鈥� and for the 缅北禁地to 鈥渜uickly send a fact-finding mission鈥� and for the ICC prosecutor to begin its investigation, he said.听
鈥淗aftar is trying to promote a war between east and west Libya鈥�, he underscored, saying听that听鈥渢he truth is it鈥檚 between a military State and a civilian State.鈥澨�
The听President of the Presidency Council said Libya is 鈥渒een to prevent the bloodshed of all Libyans鈥� and called upon its youth to 鈥渞eturn securely and safely to their nation鈥�.听
Irregular and illegal migration听
Mr.听Sarraj听pointed out that听amid听this crisis,听Libya was facing another, that of irregular and illegal migration.听
The flow of migrants entering Libya on their way to Europe has affected its听economy听and听society, he said.听
鈥淭he aggression听has exacerbated this situation鈥�, he said, adding that migrants听have become 鈥渆asy prey for terrorist organizations鈥�.听
Against听the听backdrop of what he called 鈥渋nternational silence鈥�, Mr.听Sarraj听maintained, 鈥渨e are victims of this migration听and the cause鈥�.听
He affirmed his听continued听cooperation听with the target听States of migrants听and welcomed the cooperation of organizations to address the situation.听
