Programmes et projets

Le Centre des Nations Unies pour la lutte contre le terrorisme apporte aux ?tats Membres le soutien politique dont ils ont besoin et diffuse une connaissance approfondie de la Strat¨¦gie antiterroriste mondiale des Nations Unies. Chaque fois que n¨¦cessaire , il facilite la fourniture de l¡¯assistance technique dans les quatre piliers de la Strat¨¦gie. On trouvera ci-dessous de plus amples informations sur les travaux du Centre, ainsi que la liste des programmes.

Quarante programmes et projets de renforcement des capacit¨¦s b¨¦n¨¦ficiant ¨¤ 71 ?tats Membres sont en cours de mise en ?uvre avec le concours des ?tats Membres, des entit¨¦s des Nations Unies et des organisations internationales et r¨¦gionales partenaires. De janvier ¨¤ novembre 2019, le Bureau et le Centre ont form¨¦ plus de 2 100 personnes lors de 64 ateliers, et le Centre a organis¨¦ 15 r¨¦unions d¡¯experts et 10 missions techniques ou missions de cadrage. Ces programmes et ces projets se concentrent sur des domaines th¨¦matiques clefs de la lutte contre le terrorisme et de la pr¨¦vention de l¡¯extr¨¦misme violent pouvant conduire au terrorisme, notamment les combattants terroristes ¨¦trangers, les strat¨¦gies de lutte contre le terrorisme et de pr¨¦vention et de r¨¦pression de l¡¯extr¨¦misme violent, la s¨¦curit¨¦ des fronti¨¨res, la cybers¨¦curit¨¦, les attentats ¨¤ l¡¯arme de destruction massive et ¨¤ l¡¯arme chimique, biologique, radiologique ou nucl¨¦aire, la coop¨¦ration Sud-Sud, les droits de l¡¯homme et les victimes du terrorisme.

Le Centre lance ¨¦galement de nouveaux programmes et projets sur la participation et l¡¯autonomisation des jeunes, le lien entre le terrorisme et le crime organis¨¦ , ainsi que la v¨¦rification des ant¨¦c¨¦dents et les poursuites, la r¨¦adaptation et la r¨¦int¨¦gration des personnes soup?onn¨¦es de terrorisme ou condamn¨¦es pour avoir commis des attentats terroristes. Le Centre des Nations Unies pour la lutte contre le terrorisme travaille en ¨¦troite collaboration avec les entit¨¦s du Pacte mondial de coordination contre le terrorisme ¨¤ la mise en ?uvre  de cinq projets pilotes financ¨¦s par le Fonds d¡¯affectation sp¨¦ciale pour la lutte antiterroriste afin d¡¯encourager et d¡¯appuyer les programmes conjoints dans la lutte contre le terrorisme et la pr¨¦vention et la r¨¦pression de l¡¯extr¨¦misme violent. 

Pillar 1

National PVE action plans

National action plans to prevent violent extremism are practical frameworks that address the drivers of violent extremism. The aims to make prevention work by supporting Member States in the design, development and adoption of such ¡°all-of-Government,¡± ¡°All-of-Society" action plans.

Prison management 

Further radicalizing incarcerated violent extremists poses a challenge for prison management. By improving safety, screening, disengagement processes and reintegration this project aims to stabilize prison environments and reduce chances of prisons becoming breeding grounds.

STRIVE Asia

The STRIVE Asia project mitigates the growing magnitude of the violent extremism threat posed by hate group Central, South and South East Asia. The Ãå±±½ûµØand EU join forces to strengthen local authorities, legislative bodies and the private sector to prevent and counter violent extremism.  

Youth engagement

Our goal is to ensure participation of young women and men in developing and delivering programmes and policies that aim to prevent and counter violent extremism. Our is aimed at strengthening youth resilience and supports the positive role of young people in their prevention efforts.

Pillar 2

Border security

Enhancing awareness and understanding of established ¡®good practices¡¯ stems the flow of foreign terrorist fighters across borders. Our assists countries integrating such practices within their national strategies and action plans to counter terrorism and enhances the skills of border officers.

Cybersecurity

Cyber-capacities, artificial intelligence and unmanned aerial vehicles continue to become more widely available. Our aims to enhance capacities of Member States to prevent and mitigating the misuse of such technological developments.

Countering terrorist financing

Terrorist financing continues to evolve as the terrorist threat intensifies. With this , that focuses on financial intelligence sharing, we aim to assist Member States in effectively freezing suspicious assets through prioritization of counter-terrorist financing practices.

WMD/ CBRN terrorism

In the wrong hands, weapons of mass destruction and chemical, biological, radiological and nuclear materials are a global threat. With our Programme, we aim to advance Member States¡¯ threat level understanding and enhance their prevention and response mechanisms.

South-South cooperation

As terrorism has severely affected countries in the Global South, our aims to strengthen their exchange of expertise. We plan to assist countries in building new partnerships enabling them to respond to their challenges in countering terrorism and preventing violent extremism.

Pillar 4

Civil society

Civil society makes unique and invaluable contributions to countering terrorism and preventing violent extremism. Through its its , UNOCT seeks to strengthen and more systematically engage civil society organizations at the global, regional, national and local levels with a focus on human rights, gender, and youth.

 

Human rights

As Member States take measures to combat terrorism and prevent and counter violent extremism, our provides them with targeted support and assistance to ensure that all their efforts comply with international human rights law, international refugee law and international humanitarian law.

Victims of terrorism

Through the Ãå±±½ûµØCounter Terrorism Centre Victims of Terrorism Support Programme, the Centre advocates, provides policy advice, raises the voices of victims and builds Member State capacity to support Victims and their associations around the globe.
