Dans le , le Secr¨¦taire g¨¦n¨¦ral pr¨¦conise une approche globale comprenant non seulement des mesures essentielles de lutte contre le terrorisme ax¨¦es sur la s¨¦curit¨¦, mais aussi des mesures de pr¨¦vention syst¨¦matiques qui s¡¯attaquent directement aux causes sous-jacentes qui conduisent des individus ¨¤ se radicaliser et ¨¤ rejoindre ces groupes extr¨¦mistes violents.
Le Plan est un appel ¨¤ une action concert¨¦e de la communaut¨¦ internationale. Il pr¨¦sente plus de 70 recommandations aux ?tats Membres et au syst¨¨me des Nations Unies pour emp¨ºcher l'extr¨¦misme violent de se propager davantage encore.
Le Plan est accompagn¨¦ d'une lettre du Secr¨¦taire g¨¦n¨¦ral au Pr¨¦sident de l'Assembl¨¦e g¨¦n¨¦rale (), dans laquelle Secr¨¦taire g¨¦n¨¦ral envisage de faire appliquer une ? logique int¨¦gr¨¦e ?, aussi bien au Si¨¨ge que sur le terrain, afin d'appuyer les efforts nationaux, r¨¦gionaux et mondiaux de pr¨¦vention de l'extr¨¦misme violent, et d'aider les ?tats Membres ¨¤ ¨¦laborer des Plans d'action nationaux.
Ce plan d¡¯action est le fruit d'un vaste processus de collaboration interorganisations au sein des Nations Unies, et repose sur les textes issus des r¨¦unions de haut niveau de l¡¯Assembl¨¦e g¨¦n¨¦rale et du Conseil de s¨¦curit¨¦, sur les informations communiqu¨¦es dans le cadre de r¨¦unions d¡¯¨¦changes avec les ?tats Membres et sur les conclusions de r¨¦unions internationales et r¨¦gionales.

Background of Plan of Action to Prevent Violent Extremism
Terrorist groups such as ISIL, Al-Qaida and Boko Haram have shaped our image of violent extremism and the debate about how to address this threat. Their message of intolerance ¨C religious, cultural, social ¨C has had drastic consequences for many regions of the world. Holding territory and using social media for real-time communication of their atrocious crimes, they seek to challenge our shared values of peace, justice and human dignity.

Le 12 f¨¦vrier 2016, l'Assembl¨¦e g¨¦n¨¦rale a adopt¨¦ une r¨¦solution dans laquelle elle ? se f¨¦licite de l'initiative prise par le Secr¨¦taire g¨¦n¨¦ral et prend note de son Plan d'action pour la pr¨¦vention de l'extr¨¦misme violent ?. L'Assembl¨¦e g¨¦n¨¦rale d¨¦cide de ? poursuivre l¡¯examen du Plan d¡¯action pour la pr¨¦vention de l¡¯extr¨¦misme violent, dans un premier temps dans le cadre de l¡¯examen de la strat¨¦gie antiterroriste mondiale des Nations Unies qui aura lieu en juin 2016, ainsi que dans d¡¯autres cadres pertinents ?. Geneva Conference on Preventing Violent Extremism ¨C The Way Forward
Co-hosted by the Government of Switzerland and the United Nations, the 'Geneva Conference on Preventing Violent Extremism ¨C The Way Forward' took place on at the United Nations Office at Geneva. Building upon the February formal debate of the General Assembly, the Geneva Conference provided an opportunity for the international community to share experiences and good practices in addressing the drivers of violent extremism and to build support for the Secretary-General¡¯s Plan of Action. The first day of the conference day was dedicated to a meeting of senior experts. The second day was the high-level segment of the Conference including interventions at the ministerial level. Heads of international and regional organizations and heads of Ãå±±½ûµØagencies also participated in the discussions on action at the national, regional and global level.
On , the United Nations General Assembly adopted by consensus, resolution () on the Fifth Review of Global Counter-Terrorism Strategy reinforcing global consensus in the fight against terrorism and violent extremism. The General Assembly recognized the importance of preventing violent extremism as and when conducive to terrorism and, recommended that Member States consider the implementation of relevant recommendations of the Secretary-General¡¯s Plan of Action to Prevent Violent Extremism, as applicable to the national context.
