Authority-controlled field.
When the subject of a work is a treaty, declaration, set of principles or guidelines,
or other instrument, the authorized form of the title of the instrument as found
in the UNBIS Authority File is entered in 630 $a. Authorized names of
international days, weeks and years may also be entered as Title Subjects.
In case of more than one title subject, each is entered in a separate 630 field.
If an UNBIS authority record for a title subject does not exist, a new authority
record is created.
If a work contains substantial text or draft text of an instrument, then a Uniform Title
(tag 730) should be attached in addition
to the 630 Title Subject.
If a work contains substantial text or draft text of an instrument, the
appropriate Content Code(s) (tag
089) should be added.
If a work contains substantial text or draft text of a treaty, agreement,
or convention, then the topical subject TREATIES (TEXT) should be added in tag 650.
If a work contains substantial text or draft text of a declaration, then the
topical subject DECLARATIONS (TEXT) should be added in tag 650.
The following guidelines describe UNBIS indexing policy concerning the
use of 630 tags (Title Subjects) in relation to 650
tags (Topical Subjects):
Tags 630 (Title Subject) and 650 (Topical Subject)
A. International years, international weeks, international days, etc.
1. If there is substantial discussion of an international year, the name of the
year should be recorded in tag 630, as well as INTERNATIONAL YEARS and a topical
subject in tag 650, as primary subjects.
2. If only a part of the discussion concerns an international year, the name
of the year could be recorded in tag 630 and a topical subject covering the
international year and the document as a whole should be recorded in tag 650 as a primary subject, but INTERNATIONAL YEARS should be recorded as a secondary
subject.
3. If an international year is just mentioned in a document, and the topic of
the year is not the same as the topic of the document, the name of the year could
be recorded in tag 630, but it is not necessary to record the subjects covering the
year, automatically, in tag 650.
B. Forms (guidelines, manuals, rules and regulations, financial regulations, etc.)
1. If there is substantial discussion of certain guidelines, the title of the
guidelines should be recorded in tag 630, as well as GUIDELINES and a topical
subject in tag 650, as primary subjects.
2. If there is only a partial discussion of certain guidelines, the title of the
guidelines could be recorded in tag 630 and a topical subject covering the guidelines
and the document as a whole should be recorded in tag 650 as a primary subject, but
GUIDELINES should be recorded as a secondary subject.
3. If guidelines are just mentioned in a document, and their topic is not the same
as the topic of the document, the title of guidelines could be recorded in tag
630, but it is not necessary to automatically record the subjects covering the
guidelines (topical and form) in tag 650.
C. Forms (treaties, declarations, programmes of action)
1. The same principles mentioned in paragraph B should be applied to treaties,
declarations and programmes of action. However, these 3 subjects tend to be
discussed very frequently in Ãå±±½ûµØdocuments. Therefore, we try recording
these 3 form subjects as primary subjects in tag 650.
Regarding treaties, in the case of substantial discussion of a treaty, try to pick
up a more specific treaty subject, e.g., DISARMAMENT AGREEMENTS,
TRADE AGREEMENTS , etc. (However, when the text is included in the document,
TREATIES (TEXT) should be used.)
Examples (indicator values for 650 subjects are also shown):
630 07 $a International Year for the Eradication of Poverty (1996)
650 17 $a POVERTY MITIGATION
650 17 $a INTERNATIONAL YEARS
[the international year is a main subject of the document]
630 07 $a International Decade of the World's Indigenous People (1995-2004)
650 17 $a INDIGENOUS PEOPLES
650 27 $a INTERNATIONAL DECADES
[the main subject of the document is «indigenous peoples»; the Decade
is discussed but it is not a main subject]
630 07 $a Universal Declaration on Cultural Diversity (2001)
650 17 $a CULTURAL PLURALISM
650 17 $a DECLARATIONS (TEXT)
[the Declaration is the main subject of the document, and the text is included]
630 07 $a International Guidelines on the Right to Food (Draft)
650 17 $a ECONOMIC, SOCIAL AND CULTURAL RIGHTS
650 27 $a RIGHT TO FOOD
[the main topic of the document is «economic, social and cultural
rights»; the right to food is discussed, but is not a main subject; the Guidelines
are just mentioned, so it is not necessary to pick up «Guidelines»
as a 650 topical subject]
