N. Universal Periodic Review Documentation

The Universal Periodic Review (UPR) is a process or mechanism created through the Ãå±±½ûµØGeneral Assembly resolution 60/251 (15 March 2006) that established the Human Rights Council itself. It involves a review of the human rights records of all 192 Ãå±±½ûµØMember States once every four years, under the auspices of the Human Rights Council, and provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations.

The reviews are conducted by the Universal Periodic Review Working Group which consists of the 47 members of the Human Rights Council. Each State review is assisted by groups of three States, known as "troikas", who serve as rapporteurs. The UPR Working Group holds three two-week sessions per year. During each session 16 countries are reviewed, therefore 48 countries per year and 192 countries by 2011, or the entire Ãå±±½ûµØmembership over the course of the first UPR cycle (2008-2011). On 21 September 2007, the Human Rights Council adopted a calendar detailing the order in which the 192 Ãå±±½ûµØMember States will be considered during the first four-year cycle.

The Universal Periodic Review is based on three types of documentation, and results in a final outcome document containing conclusions and recommendations to the State under review.

1) National report:  Information provided by the State under review

2) Compilation:  Information contained in the reports of treaty bodies, special procedures, and other relevant official Ãå±±½ûµØdocuments, compiled in a report prepared by the Office of the High Commissioner for Human Rights

3) Summary Information provided by "other relevant stakeholders", summarized by the Office of the High Commissioner for Human Rights. Stakeholders are primarily non-governmental organizations and national human rights institutions, but may also include human rights defenders, academic institutions and research institutes, regional organizations, and civil society representatives.

4) Outcome document: Report by the UPR Working Group containing a summary of the review process and a listing of recommendations and/or conclusions made during the interactive dialogue.

The document symbols for the first 3 types of UPR documentation consist of the series symbol for the UPR Working Group followed by the Working Group session number, the country code for the country under review, and the number of the type of documentation (1, 2 or 3). The phrase "Universal Periodic Review" does not appear in the document title.

Document symbols for the 4th type of UPR documentation (outcome document) issued for the 1st session of the UPR Working Group process consisted of the series symbol for the UPR Working Group followed by the session number, the country code for the country under review, and the number 4, e.g.: A/HRC/WG.6/1/ARG/4.

For subsequent sessions of the UPR Working Group, document symbols for the outcome document consist of the series symbol for the UPR Working Group followed by the session number, the letter L. and a numerical designator, e.g.: A/HRC/WG.6/4/L.1.

In order to facilitate systematic retrieval of the UPR documentation, series title authorities were established and should be assigned as series title added entries in tag 440:

1)  National report

 - Assign HUR classification code 01020 (tag 069).

- Assign content code B14 (tag 089).

- Add the phrase [Universal Periodic Review] between square brackets as the first other title information recorded in tag 245 subfield $b, e.g.:

4) UPR outcome document: reports of the UPR Working Group

Outcome documents of the UPR process are issued in the form of reports of the Working Group on the Universal Periodic Review. They are issued first as draft reports under the document series symbol of the Working Group (A/HRC/WG.6/). After consideration and adoption at the next plenary session of the Human Rights Council, they are issued as sessional documents of the Council (series symbol A/HRC/). Follow-up and comments by reviewed States on conclusions and recommendations contained in the final outcome reports may be issued as addenda.

The reports consist of a summary of the proceedings of the review process, conclusions and/or recommendations made by States to the country under review during the interactive dialogue, and an annex providing the composition of the delegation.

They should be indexed in a consistent manner, as shown in the examples below. Note in particular:

- Assign HUR classification code 01020 (tag 069) to the final report adopted by the Council, and to views and replies by States issued as an addendum to the final report, but not to the draft report.

- Assign content code B08 (tag 089) to the preliminary report of the UPR Working Group (before adoption by the Council). Assign code B04 to the final report adopted by the Council and to views and replies by States issued as an addendum to the final report.

- Assign the series title added entry in tag 440: Universal Periodic Review. Outcome document

- Assign a general note (tag 500) reciprocally identifying the document symbol of the final report or the draft report.

- It is not necessary to assign a contents note (tag 505) to the reports. However, assign contents notes to the addenda to the reports, in order to indicate that they contain follow-up from States: Views on conclusions and/or recommendations, voluntary commitments and replies presented by the State under review.

- Assign the sessional corporate heading for the Working Group in tag 610 and in tag 710. Add the corporate heading for the State as a second tag 710 for the addenda containing views and replies by States.

- Assign the primary subject term HUMAN RIGHTS followed by the primary geographic subject term for the Member State and the term RECOMMENDATIONS.

- Assign primary subject terms HUMAN RIGHTS POLICY and/or HUMAN RIGHTS ADVANCEMENT to replies from States that provide information about their human rights policies and/or measures taken to promote human rights.

- The term Recommendations is not assigned as a modifying term in the corporate subject heading for the Working Group (tag 610 subfield $g) since the following text appears in the final paragraph of the report: "All conclusions and/or recommendations contained in the present report reflect the position of the submitting State(s) and/or the State under review thereon. They should not be construed as endorsed by the Working Group as a whole."
