Overview

The past several years have witnessed an array of crises causing mass movements of refugees and migrants in different parts of the world. While humanitarian assistance has provided immediate relief to millions of people, long-term responses to the various crises have typically been ad hoc, incomplete and uncoordinated. Countries hosting large refugee populations have shouldered a disproportionate burden. Thousands of vulnerable migrants, especially women and children, suffer exploitation and abuse at the hands of human traffickers. By circumventing existing border controls, migrant smugglers contribute to irregular migration. Third-country responses to large movements of refugees and migrants have ranged from generously welcoming newcomers to closing borders. Thousands of migrants and refugees have lost their lives in search for safety and a better life. The absence of systematic approaches to the arrival and stay of large-scale population movements has undermined the public trust in many countries.

Today, large-scale movements of refugees and migrants are a reality, with countries playing various roles as places of origin, transit or destination depending on the circumstances. These growing movements are taking place against the backdrop of increased human mobility and interconnectedness as a result of globalization.

The 2030 Agenda for Sustainable Development and the Addis Ababa Action Agenda offer concrete commitments to leverage the benefits of international migration for development, to mitigate the root causes of displacement, to facilitate safe, orderly, and regular migration, and to address the various challenges posed by migration. Greater international cooperation and a strengthened commitment to responsibility-sharing are key elements in responding to large movements of refugees and migrants and in designing well-managed migration policies.

On 19 September 2016, the General Assembly will hold a high-level plenary meeting in order to respond to large movements of refugees and migrants. The aim of the Summit is to develop a global approach to situations of mass population flows that is more comprehensive, predictable, systematic, and equitable.

The meeting is expected to secure firm, action-oriented commitments to enhance responsibility-sharing and to strengthen international cooperation. The Secretary-General has recommended that Member States adopt a global compact on responsibility-sharing for refugees and agree on a roadmap to guide the development of a global compact for safe, regular and orderly migration.

The Population Division and the Statistics Division of the Department of Economic and Social Affairs (UN/DESA), in collaboration with the International Fund for Agricultural Development (IFAD) and members of the Global Migration Group (GMG), are organizing an interregional workshop for African and European countries to strengthen the collection and use of international migration data for development. The workshop will bring together experts from national statistical offices in charge of producing official statistics on international migration as well as experts from relevant ministries or agencies in charge of compiling and analysing migration data from administrative sources.

Workshop on preparing for the challenges of population ageing in Sub-Saharan Africa

Overview

The Population Division, and the Division of Social Policy and Development of the Department of Economic and Social Affairs in collaboration with the United Nations Economic Commission for Africa (UNECA) and the Ministry of Gender, Children and Social Welfare of the Republic of Malawi are organizing a regional workshop on the production and use of data on ageing to improve evidence-based policy and programme formulation. The workshop will bring together experts from governments and international organizations, researchers and academics, and civil organizations to review and evaluate the survey methodology and tools to assist national and regional policy makers to implement and monitor evidence based policies on ageing in the framework of the United Nations Madrid International Plan of Action on Ageing (MIPAA), the African Union Policy Framework and Plan of Action on Ageing (AUPFAA) as well as the 2030 Development Agenda. The workshop will be convened in Lilongwe, Malawi, from 19 to 21 July 2016.

Overview

La Division de la population, en collaboration avec la Commission économique pour l’Afrique (CEA) et l’Institut africain pour de développement économique et de planification (IDEP), a organisé un atelier de formation régional pour les pays francophones d’Afrique sub-Saharienne visant à renforcer les capacités nationales à produire et à utiliser les estimations démographiques et les indicateurs démographiques dans la formulation des politiques de développement durable. L’atelier s’est tenu à Dakar, Sénégal, du 26 au 30 septembre 2016.

Présentation du travail de la Division de la population des Nations Unies (UNPD) La séance introduit brièvement le travail mené par la Division de la Population des Nations Unies, plus particulièrement le « World Population Prospects ».
11:20 – 12:30	IV. Évaluation et analyse de la structure par âge et sexe L’âge et le sexe sont les deux variables fondamentales en démographie. La séance porte sur les méthodes démographiques disponibles pour évaluer la structure par âge et sexe d’une population et identifier les erreurs possibles, y compris les pyramides de population, les rapports d’âge, les rapports de sexe, l’analyse graphique par cohorte, l’indice de Whipple et l’indice composite de Myers, rapport de dépendance par âge, âge médian. Les erreurs classiques affectant les variables âge et sexe et leurs effets sur l’analyse démographique seront également présentées. Un exercice pratique suivra la présentation. 9:00 – 12:30	Journée 2: Évaluation des données: Fécondité Évaluation et analyse de la fécondité La séance présente les méthodes démographiques disponibles pour évaluer la qualité des données sur la fécondité, plus particulièrement les erreurs présentes dans les données sur les enfants nés vivants/enfants survivants et les naissances récentes. Le contrôle des parités moyennes, des taux de fécondité par âge et d’autres indicateurs de fécondité seront passés en revue, tout comme l’estimation indirecte de la fécondité et la comparaison avec d’autres sources de données. 9:30 – 17:00	Journée 3: Évaluation des données: Mortalité Évaluation et analyse de la mortalité La séance couvre l’évaluation des données sur la mortalité des enfants, en commençant avec une discussion sur la construction d’une table de mortalité et l’utilisation des tables-type de mortalité. L’estimation indirecte de la mortalité des enfants par les méthodes de Brass sera présentée, y compris l’évaluation préliminaire de la qualité des données. La séance couvre également les estimations et les méthodes utilisées par le groupe inter-agence des Nations Unies pour l’estimation de la mortalité des enfants (IGME). 9:30 – 17:00	Journée 4: Estimation de la population Estimation de la population intercensitaire et post-censitaire Cette séance aborde les méthodes pour estimer les populations dérivées de l’équation du bilan démographique, ainsi que le rapport de la survie intercensitaire des générations et la méthode des composantes (de cohorte) pour évaluer les estimations de population. La méthode des composantes sera illustrée à travers des exemples tirés des données et méthodes du World Population Prospects. Un exercice pratique suivra la présentation. Expert group meeting on changing population age structures and sustainable development

Overview

The world population is experiencing a historical shift in its age distribution, from the mostly young age structures of the past, towards larger proportions of middle-aged and older persons in the present and future decades. This shift is driven by the demographic transition from high to lower levels of both fertility and mortality. The social and economic consequences of these changes vary greatly across regions and countries.

In consideration of these major global demographic trends and their impacts on development, the Commission on Population and Development decided that the special theme of its 50th session, which will take place in New York from 3 to 7 April, 2017, would be “Changing population age structures and sustainable development”.

The meeting is to examine the various aspects of this topic, with emphasis on new evidence and analysis regarding the drivers and consequences of the changing age distribution of the population. Participants will review the demographic drivers of changing population age structures and examine the implications of shifts in the population age distribution for government policies regarding health, education, work, social protection and intergenerational support.

Overview

The Population Division of the Department of Economic and Social Affairs of the United Nations, together with Statistics Korea (KOSTAT), Government of the Republic of Korea, as part of a joint technical cooperation agreement, are organizing an expert group meeting on “Methodology and lessons learned to evaluate the completeness and quality of vital statistics data from civil registration” that will be held at the United Nations Headquarters in New York from 3 to 4 November 2016.

The purpose of the meeting is to (a) examine the state of vital statistics based on civil registration, with emphasis on low- and middle-income countries (LMICs), (b) review the state-of-knowledge with analytical methods to evaluate the proportion of actual vital events that are registered by the civil registration of vital statistics (CRVS) system and quality of vital statistics collected through civil registration, and (c) review lessons learnt from local and international experiences in applying these methods to various settings.

Overview

International migration is a global phenomenon that is growing in scope, complexity and impact. Today, virtually all countries in the world are simultaneously countries of destination, origin and transit for international migrants. Traditional migration patterns are complemented by new migratory flows, fuelled by changing economic, demographic, political and social conditions. Changing migration patterns affect the size and composition of migrant populations as well as economies and societies in countries of origin and destination. The rise in global mobility, the growing complexity of migratory patterns and the impact of such movements on development have all contributed to international migration becoming a priority for the international community.
