Overview

An online workshop with 55 participants from 34 countries was held in conjunction with the 13th Annual Global Conference on Population and the Generational Economy. The discussion focused on key population and development issues that could be uniquely addressed using national transfer accounts (NTA) estimates and methods. Follow-up workshops will be held on preparation of national “Reports on the Generational Economy” to examine the economic and fiscal implications of population change using data from national transfer accounts.

Overview

At the request of the Indonesian Ministry of National Development Planning and with financial support of UNFPA-Indonesia, the Population Division conducted a national seminar on population ageing and its economic and fiscal consequences in Jakarta, Indonesia on 1 July. Participants in attendance were from the Ministry of Development Planning, National Team for the Acceleration of Poverty Reduction (TNP2K), Ministry of Health, Ministry of Labor, Ministry of Finance, Social Security Agency for Healthcare, Social Security Agency for Workers, the Central Bureau of Statistics, National Population and Family Planning Board, and local universities. The seminar discussed the impact of changing age structure on economic growth as well as the challenges in “future-proofing” social programs (education, health care, and pensions) to insure their sustainability in an older and wealthier Indonesia.

This publication presents the highlights of World Population Ageing 2019, which draws on the latest population estimates and projections published in World Population Prospects 2019. This Highlights report provides an overview of key global and regional trends and dynamics of population ageing and discusses different measures of ageing that include conventional measures as well as prospective and economic measures. A set of Annex tables provides global, regional and national data for selected indicators discussed in the report.

In historic first, G20 weighs ageing as global risk

In 2019, G20 member countries are home to more than 70 per cent of the world's population aged 65 years or over ("older persons"). The number of persons aged 65 or over in G20 countries is expected to grow from 501 million in 2019 to 705 million in 2030, and further to about 1 billion in 2050. The number of persons aged 80 or over in G20 countries is expected to triple during that period, from 102 million in 2019 to 307 million in 2050. In 2019, persons aged 65 or over accounted for 10 per cent of the population living in G20 countries; by 2050, they will represent more than a quarter. The share of "oldest persons" (aged 80+) in the population is increasing rapidly in G20 countries and is expected to reach 15% or more in Japan and the Republic of Korea by 2050.

For the first time, the world's top policymakers in the G20 are tackling economic issues related to ageing and falling birth rates. In their communique, the Group said that "demographic changes ... pose challenges and opportunities for all G20 members" and that the issue requires a mix of "fiscal, monetary, financial and structural policies".

To support policy makers at all level to address population ageing, the Population Division is pleased to announce the release of Profiles of Ageing 2019, which present a selection of key ageing indicators for the world, regions and sub-regions, development and income groups, and countries or areas, based on data from World Population Prospects 2019. The related Ten Key Findings offer an overview of ageing trends across G20 member states.

The Population Division publishes reports, data sets, wall charts and briefs on ageing and development (see list below). It also organizes and services expert meetings, produces analytical reports on the topic, and offers technical assistance to countries to support activities in this area.

Overview

Population ageing is expected to have a major impact on life in the twenty-first century. Concerned by the looming pension crisis, many Governments are promoting more self-reliance in income security for older persons and greater family responsibility for providing care. Consequently, patterns of care-giving and co-residence are emerging as pre-eminent issues related to the well-being of older persons.

To discuss the most pressing issues related to population ageing, living arrangements of older persons and possible Government responses, the Population Division organized a meeting of experts from 8-10 February 2000. Among the issues addressed were the historical and cultural contexts of population ageing and living arrangements, the social processes through which living arrangements of older persons influence the demand for formal and informal support systems and how governments respond to these perceived needs. The meeting also aimed to improve the knowledge base, identify priorities for future research and raise the long-term visibility of ageing-related issues.

Overview

The Population Division of the United Nations Department of Economic and Social Affairs (�山��DESA), with financial support provided by the National Institute on Aging of the United States, organized an expert group meeting on policy responses to population ageing and population decline. The meeting took place in New York City from 16 to 18 October 2000. The meeting was organized in follow up to the publication of the report Replacement Migration: Is it a Solution to Declining and Ageing Populations? by the Population Division in March 2000.

The meeting aimed to investigate the consequences of projected population decline and population ageing as well as the policy responses to cope with such demographic changes. In particular, the meeting (1) reviewed the demographic prospects of countries and regions during the next half-century, (2) identified the consequences of population decline and population ageing, and (3) examine various policy options that Governments might adopt to cope with such unprecedented demographic challenges.

Overview

The world population is experiencing a historical shift in its age distribution, from the mostly young age structures of the past, towards larger proportions of middle-aged and older persons in the present and future decades. This shift is driven by the demographic transition from high to lower levels of both fertility and mortality. The social and economic consequences of these changes vary greatly across regions and countries.

In consideration of these major global demographic trends and their impacts on development, the Commission on Population and Development decided that the special theme of its 50th session, which will take place in New York from 3 to 7 April, 2017, would be “Changing population age structures and sustainable development”.

The meeting is to examine the various aspects of this topic, with emphasis on new evidence and analysis regarding the drivers and consequences of the changing age distribution of the population. Participants will review the demographic drivers of changing population age structures and examine the implications of shifts in the population age distribution for government policies regarding health, education, work, social protection and intergenerational support.

Overview

The Population Division the Department of Economic and Social Affairs (DESA), the International Institute for Applied System Analysis (IIASA), and Chulalongkorn University, in collaboration with the Economic Commission for Asia and the Pacific (ESCAP), are organizing an international expert group meeting on “Measuring Population Ageing: Bridging Research and Policy”, to be held in Bangkok, Thailand, from 25 to 26 February 2019. The purpose of the meeting is to bring together experts to discuss key questions related to the measurement of population ageing, including discussion of traditional and new concepts and methods, and to assess their scope and limitations to support national policy design and implementation, as well as the regional and global review of progress in the achievement of internationally agreed development goals, as noted above. Experts from governmental and international organizations, from research institutions as well as civil society organizations will be invited to discuss the applicability of various measures of ageing in different contexts as well as their suitability to change the image of ageing in societies.
