At its fifty-eighth session, in 2003, the General Assembly requested the Secretary-General to prepare, on a trial basis, for submission to the Assembly at its fifty-ninth session, a strategic framework to replace the four-year medium-term plan (resolution ).
At its sixty-second session, the General Assembly endorsed the recommendation of the Committee for Programme and Coordination that it maintain the strategic framework as the principal policy directive of the United Nations, which serves as the basis for programme planning, budgeting, monitoring and evaluation, with effect from the biennium 2010-2011 (resolution ).
At its seventy-first session, the General Assembly considered the report of the Committee for Programme and Coordination on its fifty-sixth session, endorsed the conclusions and recommendations of the Committee on the proposed strategic framework for the period 2018-2019, as contained in chapter II, section B (ii), of the report and decided not to take a decision on the content of part one: plan outline of the proposed strategic framework for the period 2018-2019. The Assembly requested the Secretary-General to prepare the proposed programme budget for the biennium 2018-2019 on the basis of the priorities and the strategic framework as adopted in the resolution (resolution ).
