The European Union (EU) defines the terms of its assistance through multi-annual frameworks, and criteria for eligibility and allocation may change over time. In general, the EU has adopted a differentiated approach to aid allocation and partnerships. Regulation (EU) 2021/947 of the European Parliament and Council (9 June 2021) which establishes the Neighbourhood Development and International Cooperation Instrument – Global Europe refers to LDCs to reiterate the target of reaching between of the European Union as ODA to LDCs (in the short term, and 0,20% in the timeframe of the 2030 Agenda). It also refers to LDCs as one group among others warranting “special attention” in the implementation of the new European Fund for Sustainable Development Plus (EFSD+) (along with countries experiencing fragility or conflict, small island developing states, landlocked developing countries and heavily indebted poor countries) and to be given priority in resource allocation (along with low-income countries, countries in a situation of crisis, post-crisis or fragility and vulnerability, including small island developing states and landlocked developing countries).
