On 20 March 2019, the Under-Secretary-General for Legal Affairs and the United Nations Legal Counsel, Mr. Miguel de Serpa Soares, delivered a speech at the 36th Annual Seminar on International Humanitarian Law for Legal Advisers and other Diplomats Accredited to the United Nations which was jointly organized by the International Committee of the Red Cross and the New York University School of Law. This Seminar is held annually and is aimed at raising awareness of international humanitarian law and recent issues related to it amongst Member States and other participants. The overall theme of this year's Seminar was "70 years of the Geneva Conventions: The Past, Present and Future". In line with this theme, Mr. Serpa Soares, in his聽, discussed the important role which the United Nations has played in ensuring respect for international humanitarian law and the Geneva Conventions, with emphasis on Article 3 common to the Geneva Conventions.
