With the prevalence of technology and the rapid rise in digitization, the use of new and emerging technologies to counter terrorism is a topic of growing interest among Member States, policymakers and researchers, particularly in the context of the increasing role played by technology in terrorism and counter-terrorism. This is addressed by the Security Council in a number of counter-terrorism related resolutions, most recently resolution 2617 (2021), which explicitly cited “emerging technologies”.

In this event, Dr. Annette Idler shares key findings from the interdisciplinary Global Security Programme (GSP) at the University of Oxford. The research addresses how to enhance global security at the convergence of armed conflict and the global illicit economy, including during transitions from war to peace. She discusses how the spatial distribution of illicit economic cross-border flows influences the interactions among violent non-state groups, such as rebels, criminals, and terrorists, with implications for tackling terrorist financing as part of the terror-crime nexus.

On Thursday, 18 November 2021, acting in accordance with Security Council resolution 2462 (2019), the Counter-Terrorism Committee and the 1267/1989/2253 ISIL (Da’esh) and Al-Qaida Sanctions Committee will hold a joint special meeting to discuss terrorism-financing threats and trends, as well as the implementation of the provisions of resolution 2462 (2019).
