Assistant Secretary-General Michèle Coninsx, Executive Director of the Counter-Terrorism Committee Executive Directorate (CTED), Under-Secretary-General of the United Nations Office of Counter-Terrorism (UNOCT) Vladimir Voronkov, and Edmund Fitton-Brown, Coordinator of the ISIL (Daesh)/Al-Qaida/ Taliban Monitoring Team, conducted joint high-level consultations with the Republic of Indonesia in Jakarta from 27 to 28 February 2020.
The high-level visit aimed to, inter alia, identify good practices and progress made in implementing the United Nations Global Counter-Terrorism Strategy and relevant Security Council resolutions and related international standards, and strengthen the partnership with Indonesia on counter-terrorism and P/CVE in accordance with the priority needs identified by the Counter-Terrorism Committee pursuant to its July 2019 follow-up visit to Indonesia and any further areas of cooperation.
Over the past two days, the delegation met with the Deputy Minister of International Cooperation of the National Counter-Terrorism Agency (BNPT), the Deputy Minister for Law and Human Rights, the Acting Deputy Minister for National Security and Public Order, the Deputy Minister for Foreign Affairs, the Minister of Law and Human Rights, the Director-General of Corrections, the Deputy for Prevention of the Financial Intelligence Unit (FIU), the Secretary-General of the Association of Southeast Asian Nations (ASEAN), civil society, victims of terrorism, the United Nations Resident Coordinator, the United Nations Country Team, and various United Nations agencies. The visit also included a visit to the BRSAMPK Handayani Rehabilitation Centre.
Acknowledging the important role that Indonesia plays in the region and beyond on counter-terrorism matters, the delegation reiterated its readiness to strengthen its cooperation with Indonesia to support efforts to counter terrorism, and identify good practices in areas such as rehabilitation and reintegration of terrorist offenders as well as prison management. The joint delegation also discussed the challenge of repatriating foreign terrorist fighters, and women and children associated with them. In this regard, the importance of Council resolution 2396 (2017) and the Addendum to the Madrid Guiding Principles were also highlighted. In its meeting with victims of terrorist attacks and representatives of civil society, the delegation recalled the importance of supporting victims, and highlighted the vital role of civil society in promoting a “whole-of-society” approach to countering terrorism and preventing violent extremism.
The visit was conducted in accordance with Security Council resolution 2395 (2017), in which the Council underscores the need for CTED and UNOCT to work closely together, within their respective mandates, to ensure balanced implementation of the Global Strategy and the relevant resolutions of the Council.
