On 18 May 2016, the Executive Director of the United Nations Counter-Terrorism Committee Executive Directorate (CTED), Jean-Paul Laborde, met in Tokyo with H.E. Taro Kohno, Minister of State and Chairperson of the National Public Safety Commission of Japan. As a follow-up from their previous meeting at the January 2016 World Economic Forum in Davos, Messieurs Kohno and Laborde reiterated the importance of further enhancing cybersecurity aspects in countering terrorism.
While in Japan, Executive Director Laborde also met with H.E. Hitoshi Kikawada, Parliamentary Vice-Minister for Foreign Affairs, expressing hope that Japan would further strengthen its engagement in countering the threat of terrorism, including the threat posed by the terrorist organization that calls itself the Islamic State in Iraq and the Levant (ISIL, also known as Da’esh). Mr. Laborde lauded Japan for using Advance Passenger Information (API) since 2005, and for receiving Personal Name Records (PNR) from all airlines except those of European Union States.
