Wednesday, 28 September 2022, marks the twenty-first anniversary of the adoption of Security Council resolution and the establishment of the Counter-Terrorism Committee.
On 28 September 2001, in the wake of the 11 September attacks in the United States, the United Nations Security Council unanimously adopted resolution 1373 (2001) under Chapter VII of the United Nations Charter. The adoption defined a broad counter-terrorism mandate for the international community.
Resolution 1373 (2001) remains the foundation upon which the Council’s active counter-terrorism framework is built and continues to provide the basis for further developments in countering terrorism.
The landmark resolution created a body of legally binding obligations on the United Nations Member States, calling upon them to implement measures intended to enhance their legal, institutional, and operational capacities to counter terrorist activities at home, in their regions, and around the world, and to work together to prevent and suppress terrorist acts.
Established by this resolution, the Counter-Terrorism Committee comprises all 15 members of the Security Council. It is charged with monitoring Member States’ implementation of the resolution. In the past two decades, more than 90 Member States have served on the Security Council and contributed to its efforts and endorsements to the Counter-Terrorism Committee’s body of work.
Since 2001, the Security Council has taken the leading role in guiding the evolution of the approaches required to address the threat of terrorism. It has adopted more than 20 additional counter-terrorism-related resolutions, including resolution 1535 (2004), which established the Counter-Terrorism Committee Executive Directorate (CTED) to support the Committee in carrying out its mandate.
Moving into its third decade, the Counter-Terrorism Committee continues to deliver on its mandate and work with partners and stakeholders.
Mindful of the increasing threat posed by the misuse of new and emerging technologies for terrorist purposes, the Counter-Terrorism Committee has decided to hold a special meeting on this theme, with the support of its Executive Directorate (CTED). The special meeting will be held in Mumbai and New Delhi on 28 and 29 October 2022 and will focus on three main areas: Internet and social media; terrorism financing; and unmanned aerial systems.
