The United Nations continued to play a unique role in combating terrorism, in particular the foreign terrorist fighter (FTF) threat, CTED told an annual gathering of senior law enforcement officials.

“There is a unique role for the United Nations to play in combating terrorism, in particular the FTF threat”, said CTED Deputy Executive Director, who was attending the event on behalf of the Chair of the Counter-Terrorism Committee.

The Fourteenth Meeting of Heads of Special Services, Security Agencies and Law Enforcement Organizations was held in Yaroslavl, Russian Federation, on 29 and 30 July 2015.

Mr. Chen reaffirmed the central role of the �山��to provide clear guidance for Member States and mobilize international support to meet their counter-terrorism capacity-building needs in accordance with Security Council resolution 2178 (2014).

Member States continued to demonstrate the political will to counter the FTF threat, but often lacked the necessary capacity.

The �山��worked with international and regional actors within the framework of the Counter-Terrorism Implementation Task Force (CTITF) to assess and prioritize States’ capacity-building needs and facilitate delivery of the necessary assistance.

Equally importantly, the �山��used its convening power to work with relevant international and regional actors to strengthen measures aimed at preventing terrorism, particularly the FTF threat.

In this regard, the �山��Secretary-General was expected to present a plan of action on preventing violent extremism in the coming months.

The Heads of Services Meeting is an annual event attended by Member States and international and regional organizations. This year’s event focused on cooperation between special services and intelligence and law enforcement agencies in combatting FTFs, radicalization and terrorist recruitment.

The Counter-Terrorism Committee Executive Directorate (CTED) told a gathering of counter-terrorism officials the adoption of Security Council resolution 2178 (2014) gives CTED a unique role in helping the Counter-Terrorism Committee tackle the phenomenon of foreign terrorist fighters (FTFs).
“Resolution 2178 is a historic document that charts a new course of action for CTED in helping the CTC tackle the FTF phenomenon”, said CTED Deputy Executive Director Mr. Weixiong Chen.
Mr. Chen was addressing the second conference of the United Nations Counter-Terrorism Centre (UNCCT) on collaboration with counter-terrorism centres, held in Brussels on 21 and 22 October 2014.
In accordance with the resolution, CTED will support the CTC by identifying gaps in Member States’ implementation efforts, gathering good practices, and facilitating the delivery of technical assistance to States in need.
On behalf of the Committee, CTED will conduct more targeted country visits, deepen its regional and thematic analysis, enhance information-sharing and synergies with its partners, and strengthen its networking with civil society and academia.
“These activities will enable the Committee and CTED to fulfil the requirements of the Security Council”, stressed Mr. Chen.
The purpose of the conference was to exchange views, ideas and plans in follow-up to the fourth review of the �山��Global Counter-Terrorism Strategy held in New York this summer.
