Open briefing of the Counter-Terrorism Committee on “South-East European Member States’ implementation of the relevant Security Council resolutions and the Committee’s visit recommendations”

On 28 February 2024, the Counter-Terrorism Committee (CTC) will hold an open briefing on South-East European Member States’ implementation of the relevant Security Council resolutions and the Committee’s visit recommendations.

Member States of South-East Europe have implemented several initiatives to respond to the risks posed by foreign terrorist fighters (FTFs), including measures to prevent the travel of FTFs from, to, and through their territory and to share updated information on FTF methods and travel patterns, use of databases, and advance passenger information/passenger name records (API/PNR). With the support of the United Nations, and international and regional organizations, efforts are under way to improve measures to counter the financing of terrorism in line with Financial Action Task Force (FATF) standards. In the area of countering the use of information and communication technologies for terrorist purposes, several Member States of the subregion are party to regional legal instruments, while the European Union (EU) Member States of the subregion are also subject to the EU rules for content moderation and privacy and data protection. Governments of the subregion should also continue ensuring that all counter-terrorism measures are in line with their obligations under international law, including international human rights and international humanitarian law.

Most States of the subregion have adopted comprehensive national counter-terrorism strategies. Many have also accumulated experience in the development and implementation of strategies for prosecution, rehabilitation, and reintegration of returning FTFs and accompanying family members. Governments of the subregion should continue ensuring that PRR strategies are implemented in a gender- and age sensitive and human rights-compliant manner.

The open briefing will provide an opportunity to take stock of the measures adopted and progress made by Member States of the subregion in the area of implementing relevant Security Council resolutions on counter-terrorism and the Committee’s recommendations. Considering the international and regional cooperation mechanisms in place among the Member States of the subregion, the briefing will also provide an opportunity to strengthen collaboration with United Nations bodies and relevant international and regional organizations and other relevant partners, including members of civil society.

It will also enable entities and organizations which are currently providing and/or planning to provide counter-terrorism technical assistance in the region to align their projects, as appropriate, with the threats and challenges identified by Member States in the subregion and in line with the requirements of relevant resolutions, so that they are implemented in a coordinated manner, based on a results-driven and risk-based approach.

The open briefing will take place at United Nations Headquarters on Wednesday, 28 February 2024, at 10 a.m. EST in the ECOSOC Chamber. The meeting will be broadcast live at .
