The Vienna Programme of Action (VPoA) is a ten-year plan adopted by the United Nations in 2014 to promote the sustainable development of Landlocked Developing Countries (LLDCs).

The VPoA aims to address the unique challenges faced by LLDCs, such as high transportation costs, limited access to global markets, and the need for infrastructure development. It also emphasizes the need for greater trade liberalization and facilitation, including the removal of trade barriers and the promotion of trade diversification.
