Description
This project aims to create an Asia-Pacific network of public authorities which are currently implementing or planning to implement Public-Private Partnerships (PPPs), along with financiers and market stakeholders. The network is expected to support infrastructure development and financing in the region by building countries’ capacities to efficiently attract private sector participation in public infrastructure projects using PPPs.

Synopsis

Building on an existing ESCAP initiative on the Public‐Private Partnerships (PPPs) network, this project enhanced awareness of targeted policymakers and PPP units on private sector participation in public infrastructure concepts and strategies, including long-term financing mechanisms using long-term contract‐based lending and capital market borrowing for the achievement of the 2030 Agenda for Sustainable Development. In addition, it supported the collaboration between target financial institutions and PPP units in matching proposed infrastructure investments with public-private partnered projects.

The project’s main deliverables include:

  • Organization of six Regional Network Meetings from 2019 to 2022, which gathered a total of 1083 participants (of which 35% were women) on-site and online from 53 countries from Asia and the Pacific and other international experts, offering opportunities for Member States to present their infrastructure project proposals to potential investors. A total of 49 infrastructure projects from 12 Member States with a total investment of over USD 4.5 trillion were showcased and listed on the web portal, showcasing best practices from around the globe in preparing bankable infrastructure projects to secure the investment interest of the international private sector.
  • Organization of six thematic capacity-building workshops, offering in-depth discussions and technical support to increase the operational capacity of the participating national PPP units on practical issues such as PPP regulatory framework, Unit establishment and operations, and implementation of project.
  • Development of the InfraPPPnet web portal, which was launched during the virtual Fourth Meeting of the Network on 15 October 2020. This web-based initiative proved timely, given the onset of the COVID-19 pandemic, which served as a digital sharing platform to consolidate information on PPP institutions, commercially viable project preparation techniques, regional project pipelines and knowledge products.
  • Provision of eight technical assistance in response to requests from Member States of the Network: Bhutan, India, Kyrgyzstan, Mongolia, Papua New Guinea, Sri Lanka and Tajikistan. At project completion, ESCAP will continue providing support to their governments.
