Description
This project seeks to strengthen the capacity of Landlocked Developing Countries (LLDCs) under the “Belt and Road Initiative” to design and implement policies and provide solutions that promote transport connectivity for the achievement of the SDGs. This will help the LLDCs to improve their trade potential and integrate in global markets, enhance productive capacity and structural transformation of their economies and overall socio-economic development. This project is also being implemented as part of the comprehensive midterm review of the Vienna Programme of Action to be in 2019.

Synopsis

The project aimed to enhance the capacity of policymakers in Landlocked Developing Countries (LLDCs) and transit countries under the “Belt and Road Initiative” to develop policies, regulatory frameworks and solutions for resilient transport infrastructure and increased connectivity. The specific goals were to improve LLDCs’ trade potentials and integration into global markets, and to enhance productive capacity and structural transformation of LLDCs’ economies and socio-economic development.

Overall, the project achieved its goals and increased the knowledge and capacity of policymakers in LLDCs to design and implement policies, strategies, regulatory frameworks as well as to develop bankable projects for transport connectivity, including both hard and soft infrastructures.

The project’s main deliverables include:

  • Organization of three Regional Review Meetings in 2019 for Africa, Latin America and Euro-Asia, plus preparation of the respective substantive background reports.
  • Substantive support to the High-level Midterm Review of the Vienna Programme of Action (VPoA) held on 5-6 December 2019 by providing evidence-based information on the status of transport connectivity and best practices on how to improve it in the remaining years of the 2014-2024 programme.
  • Contribution to the development and adoption of the Roadmap for Accelerated Implementation of the VPoA at the LLDCs’ Ministerial Meeting in 2020.
  • Development of three sets of training materials on policy options for the improvement of interregional and intraregional transport connectivity and strategies. The three modules were used in 6 capacity building workshops from April to October 2021 that saw the participation of over 200 participants.
