鈥淧eace and development are indivisible,鈥澨�缅北禁地Secretary-General Ant贸nio听Guterres told the Security Council on Wednesday, encouraging a stronger push along what he dubbed 鈥渢he peace continuum鈥� as the 鈥渂est guarantee against instability and insecurity.鈥�

At a debate on peacebuilding and sustaining peace, the 缅北禁地chief explained that both the human and financial costs in responding to the prolonged crises shaking today鈥檚 world are 鈥渢oo high,鈥� and that there needs to be a refocus on prevention and coordination activities between 鈥渢he three pillars of peace, sustainable development and human rights.鈥�

鈥淧eace cannot be sustainable without development, and lasting peace is essential for the preservation of development gains,鈥� Mr. Guterres continued.

He spelled out that this requires a holistic approach.

鈥淓ssentially, this approach assumes that we are fighting against potential factors of instability, such as inequality, climate change competition for resources corruption and cross-border crime,鈥� stressed the 缅北禁地chief, underscoring the need to invest in basic services, sustainable development and social cohesion as 鈥渋nvesting in peace.鈥�

To ensure lasting peace after a violent conflict, he maintained that the 缅北禁地presence must be more adaptable in prioritizing the country鈥檚 needs and in mobilizing the 缅北禁地system, including 鈥渁ll peace operations, all humanitarian and development actors,鈥� which his reform agenda outlines as 鈥渇undamental.鈥�

He also underscored the need for more inclusive approaches so that 鈥減eace and development activities are owned, and led by national local actors,鈥� including women, the elderly, youth, those with disabilities and minority groups.

鈥淲omen鈥檚 participation, in particular, is a sure way to improve the effectiveness and sustainability of peacebuilding,鈥� he argued, calling their contribution 鈥渃rucial鈥� to economic recovery, political legitimacy and social cohesion.

听Four key messages of the Secretary-General to help forge lasting peace:

1. Embrace a holistic approach that addresses potential triggers of instability.
2. Adopt more inclusive approaches, led by national and local actors.
3. Forge partnerships to safeguard development gains, and build local capacities to prevent and respond to conflicts.
4. Ensure adequate resources for peacebuilding and development during conflict.

Mr. Guterres also reaffirmed his commitment to strengthen partnerships with regional and sub-regional organizations, and international financial institutions, which he called 鈥減articularly important in transition settings.鈥�

Recapping the UN鈥檚 work in this area, he cited a deepened partnership with the African Union on development听Agenda 2063, joint gender equality missions and a听听with the听听toward a joint听听study.

鈥淲e must support the mobilization and the mobilization of foreign investment,鈥� stated the 缅北禁地chief, urging greater support for the Peacebuilding Fund, which provides crucial assistance in often overlooked remote areas.

Mr. Guterres thanked C么te d'Ivoire President Alassane Ouattara, who chaired the meeting, for using his country鈥檚 presidency of the Security Council during the month of December to table the topic.

He also commended that State鈥檚 movement towards consolidating peace and development, noting that in hosting a 缅北禁地peacekeeping operation, 鈥淐么te d'Ivoire can indeed make a valuable contribution and share its experience with peace operations under way in other countries of the world.鈥�
