The Applicant challenged the Administration’s failure to conduct a rebuttal process in relation to his 2010-2011 performance appraisal in accordance with applicable rules. He submits that the rebuttal process is tainted by irregularities and complains about the delay in finalizing the process. The Tribunal rejects the application as irreceivable on two grounds: first, because the contested decision is not a final decision subject to appeal and second, because the Applicant failed to request management evaluation.
