By letter dated 4 November 2011, the Assistant Secretary-General for Human Resources Management requested the Applicant to withdraw a lawsuit she had filed with a New York district court against the Economic Community of West African States. Shortly thereafter, and referring to this letter, the Applicant filed an application with the Tribunal contesting the alleged decision of the Assistant Secretary-General for Human Resources Management to impose on her a written censure, as well as the alleged implicit decision to place her on administrative leave effective June 2011. The Tribunal finds that the application is not receivable. First, the Applicant was neither imposed a written censure, nor was she placed on administrative leave. Second, even assuming that she intended to contest the request to withdraw her lawsuit and that such request is an appealable administrative decision, she failed to request management evaluation.
