Le programme d’action de Doha, comme le plan d’action d’Addis Abeba sur le financement du développement durable, encourage la mobilisation des sources et instruments de financement publics et privés pour sa mise en oeuvre. Les instruments de financement mixte, destinés à acco?tre les financements privés pour le développement, n’ont pour le moment pas répondu aux attentes. En dépit d’une progression récente, freinée par la pandémie de Covid-19, ils peinent en particulier à se developer dans les PMA. Cette session se penchera sur la situation de la finance mixte dans les PMA de l’espace francophone et les enseignements que l’on peut en tirer pour débloquer sa contribution au financement du programme d’action de Doha et des ODD.

The Doha Program of action, as the Addis-Ababa Action Agenda on sustainable development financing, encourage the mobilization of public and private financing sources and instruments for its implementation. However, blended finance instruments, which seek to increase private finance for the development, have not fullfil the expectations so far. Notwithstanding some recent progress, slowed down by the COVID-19 pandemic, blended finance remains at a low level in particular in LDCs. This session will discuss the situation of blended finance in la Francophonie, which counts 23 LDCs, and the lessons we can learn from this experience to unlock its contribution to finance the Doha program of action and the SDGs.

Reducing the risks for future and escalating disasters will have both direct and long term indirect effects on the sustainable and resilient development of LDCs. This involves reducing and mitigating the impacts of climate change, promoting peacebuilding, and conflict prevention. Integrating disaster risk reduction within policies for structural transformation, productive capacities, infrastructure development, health and education, and sustainable agriculture will ensure that policy decisions made today do not create risks for current and future generations.  Inclusive disaster risk reduction measures can help LDCs become more resilient to future crises, such as pandemics, economic downturns, and climate catastrophes. 

This session will facilitate discussions on strategies and good practices to enhance inclusive disaster risk management, community-led action, and good governance to build resilient development within LDCs.

This event will discuss possible industrialization pathways for LDCs and the policies they require. This refers to a new generation of industrial policy measures and the modalities in which LDCs can implement these measures to spur sustainable industrial development, innovation, structural transformation and build resilience in the post-COVID context.

The expected outcome of the event is recommendations for an industrial policy agenda for LDCs that fosters structural transformation in LDCs era and helps these countries advance towards graduation with momentum. Concrete outputs include: (1) Increased awareness of policymakers of LDCs and their development partners of the crucial contribution that industrial policies make to the implementation of the DPoA; (2) Formulation of new ideas and proposals for industrial policies adapted to the realities and needs of LDCs in the 21st century and to the evolving global realities; (3) Support to LDCs’ processes of structural transformation to achieve graduation with momentum.

The event will present UNDP IICPSD SDG AI Lab and 缅北禁地Technology Bank for LDCs joint Frontier Tech Leaders programme, which aims at bridging the digital divide and contribute to the 2030 Agenda in the LDCs. The Frontier Tech Leaders programme will support training of a new generation of tech specialists to enable them to address the substantial challenges in LDCs through developing digital solutions and strengthen local capacities. Also, the event will discuss digital divide in the LDCs particularly in the context of technologies that are also driving the fourth industrial revolution such as big data, artificial intelligence, machine learning. The panel discussion will be joined by the representatives of Djibouti, Türkiye, UNDP, 缅北禁地Technology Bank, global tech companies and other stakeholders.The event is co-organized by Government of the Republic of Türkiye, Ministry of Economy, and Finance, responsible for Industry of the Republic of Djibouti, Ministry of Youth and Culture of the Republic of Djibouti,UNDP Djibouti, IICPSD and the United Nations Technology Bank.

LDCs are among the world’s most impacted nations to the ravages of climate change, with limited resources or access to climate finance. The 缅北禁地Capital Development Fund unlocks capital for LDCs and, at this event, highlights a series of tools for increasing access to climate finance. A new training course, based on the recently launched LoCAL ISO, that builds the capacity of LDCs and other vulnerable nations engaged in international climate negotiations is presented by the Local Climate Adaptive Living Facility, which was designed by UNCDF and has been in operation for over a decade.

UNCDF and partners are also establishing a Green and Sustainable Debt Platform, which will leverage the potential of green debt markets, harnessing institutional and retail investors at domestic, regional and international levels.

Join high-level representatives and experts for a session that offers practical and actionable measures for increased access to climate finance for LDCs.

Agenda 2030 clearly showcases the importance of the private sector, understanding that employment and prosperity would not be possible without the engagement of businesses of all sizes and in all sectors. As the main engine of jobs and growth, the private sector is central to the recovery of employment and for the investment necessary to drive economies forward.

This side event focuses on:

highlighting the real needs of business in LDCs,

identifying necessary action to unblock investments,

reviewing what is required to create conducive environments for entrepreneurship and job creation,

strengthening access to global trade, and

accelerating action in LDCs to address existing flaws in governance systems.

It is expected that the side-event will catalyze multistakeholder engagement toward addressing challenges and ensuring systemic change to ensure decent climate-friendly jobs for all.

This session presents the results of successful trials coordinated across guarantors, banks and business development services that have unlocked predictable and affordable financing for 100s of agri-sector MSMEs in Tanzania and other LDCs, moving loan application success rates from <4% to >70%.
