General Assembly’s Legal Committee considers Secretary-General’s latest report on measures to eliminate international terrorism

The General Assembly’s Sixth Committee (Legal) Chair H.E. Mr. Pedro Comissário Afonso (Mozambique) leads a debate on 4 October 2022 on measures to eliminate international terrorism.

On 4 October 2022, the General Assembly’s Sixth Committee (Legal) concluded its debate on the Secretary General’s report “Measures to eliminate international terrorism” (), prepared pursuant to paragraph 8 of General Assembly resolution 50/53.

Comprising detailed information received from Member States and international organizations on measures taken at national and international levels regarding the prevention and suppression of international terrorism, the report contains information on incidents caused by international terrorism. It also contains a list of international legal instruments relating to the prevention and suppression of international terrorism. Currently, there are 55 instruments pertaining to international terrorism. Of those, 19 are universal and 36 are regional.

During the Sixth Committee’s debate, Member States raised a range of issues. Some outlined how the COVID-19 pandemic amplified drivers for terrorism, as well as the increasing threat of new and emerging technologies, including cybersecurity and attacks involving unmanned aerial systems (UAS), alongside a focus on victims of terrorism. Some Member States highlighted current regional, national and international measures, while others pointed to cooperation efforts to tackle the threat of terrorism and the importance of strengthening judicial mechanisms.

Some Member States underscored the efforts of the Security Council Counter-Terrorism Committee Executive Directorate (CTED), including its 2021 report on the link between the COVID-19 pandemic and terrorism, its first Insight Briefing on countering online dissemination of terrorist incident-related content and CTED's involvement with civil society organizations to support victims of terrorism.

CTED was established as a special political mission by Security Council resolution  to assist the work of the Counter-Terrorism Committee and coordinate the process of monitoring the implementation of resolution . CTED’s work includes conducting expert assessments through country visits to assess Member States’ counter-terrorism efforts and to identify terrorism-related trends, challenges and good practices employed in the implementation of relevant Security Council resolutions. Since its inception in 2004, CTED has conducted, on behalf of the Counter-Terrorism Committee, 182 assessment visits to Member States, as of September 2022.
