2023 Annual Report on the utilization of the financial contribution of the State of Qatar

The 2023 Annual Report regarding the utilization of the financial contribution of the State of Qatat to “Support Initiatives to Adress the Scourge of Terrorism” highlights the main results achieved in 2023 through the support received from the Government and the Shura Council of the State of Qatar. It also provides and update in the implementation of the International Hub on Behavioural Insights to Counter Terrorism as well as the UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in Doha.

Human Rights at International Borders: A Trainer’s Guide

International borders can be dangerous places for migrants, particularly for migrants in vulnerable situations. Border governance and the work of border officials are about ensuring the well-being of migrants and communities by upholding human rights and protecting the rule of law; they are often first responders in providing assistance and protection to people in vulnerable situations.

Developed collaboratively by OHCHR and the Office of Counter-Terrorism, this trainer’s guide draws on, and complements, the OHCHR . Accompanied by slide presentations and course materials this capacity-building tool seeks to support States and particularly border officials in adopting a human rights-based and gender-responsive approach to border governance.

Guide on the Security of Major Sporting Events: Promoting Sustainable Security and Legacies

This Guide was developed as part of the UNOCT’s Global Programme on the Security of Major Sporting Events, and the Promotion of Sport and its Values as a Tool to Prevent Violent Extremism, thanks with the invaluable partnership and support of the United Nations Alliance of Civilizations (UNAOC), the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the International Centre for Sport Security (ICSS). Its raison d’être is to help all relevant stakeholders, in particular policy-makers and practitioners, to prepare, organize and manage sporting events while mitigating the constantly evolving threats posed by terrorism.

Countering Terrorism Online with Artificial Intelligence: An Overview for Law Enforcement and Counter-Terrorism Agencies in South Asia and South-East Asia

People in South Asia and South Asia, especially youth, have adopted digital technologies at an enormous pace. But so did terrorists and violent extremists, forcing law enforcement agencies to adapt to these changes and change methods of how terrorist activities are investigated. The report serves as an introduction to the use of artificial intelligence for countering terrorism online, contextualises possible use cases of artificial intelligence that could be deployed by law enforcement agencies in the region and provides the assessment of key challenges that Member States must overcome to ensure that artificial intelligence for counter terrorism is used responsibly and in full compliance of human rights obligations.

Algorithms and Terrorism: The Malicious use of Artificial Intelligence for Terrorist Purposes

Artificial intelligence can be extremely power tool and enable big advances in our societies, but it can equally be used for malicious purposes or with malicious intent. The report is a first attempt by international community to assess what might be reasonably expected when artificial intelligence becomes an instrument in the toolbox of terrorism in order to enable Member States, international and regional organisations, academia and industry to better forecast, prevent and mitigate malicious use of artificial intelligence by terrorists.

Virtual Counter-Terrorism Week Visibility Report 2020

The United Nations Virtual Counter-Terrorism Week took place from 6 to 10 July 2020 under the theme of “Strategic and Practical Challenges of Countering Terrorism in a Global Pandemic Environment”. It was one of the first major events marking the 75th Anniversary of the United Nations.

The event brought together Member States, United Nations entities, civil society representatives, international and regional organizations, thought leaders, the private sector and other key stakeholders to improve our collective understanding of the impact and potential consequences of the COVID-19 crisis on the terrorism landscape, as well as Member States’ counter-terrorism needs, priorities and expectations.

This visibility report contains highlights, key conclusions and outcomes from the ten webinars and interactive discussions that took place during the event.

Basic Human Rights Reference Guide: Proscription of Organizations in the Context of Countering Terrorism

The main purpose of this is to address the key challenges presented when States take national measures to proscribe terrorist organizations, their members and/or associated individuals in their efforts to counter, suppress and prevent acts of terrorism, including through the implementation of sanctions imposed by the Security Council.

Report of the Secretary-General on the Work of the Organization 2020

The Report of the Secretary-General on the Work of the Organization (A/75/1) highlights how the 缅北禁地Secretariat translates resources into impact, and for the first time, it also provides a sample of the work of the broader 缅北禁地family as well as the system-wide efforts to respond to COVID-19 and to build a more inclusive and sustainable world. The Report covers nine sections, and the work of United Nations Office on Drugs and Crime (UNODOC) and Office of Counter-Terrorism (OCT) can be found on pages 122-131, section (viii).

This paper outlines the key legal, policy and operational principles that must be adhered to in the UN’s system-wide response to this challenge. This includes improving system-wide coordination through the United Nations Global Counter-Terrorism Coordination Compact.

Handbook Children affected by the foreign-fighter phenomenon: Ensuring a child rights-based approach

Following the territorial collapse of the Islamic State in Iraq and the Levant (ISIL) in particular, increased attention has been focused on foreign-fighters and their families returning to their countries of origin or travelling to a third country. Thousands of children are among them. This Handbook lists practical guidance towards such children while also taking obligations under international human rights, humanitarian and refugee law into account.

Preventing Violent Extremism Reference Guide

Addressing the rise of violent extremism that is conducive to terrorism is a difficult challenge for the international community. This Reference Guide builds upon the available practice, and seeks to enhance the capability of Member States and organizations to direct and tailor the development of their PVE plans, while also providing practical guidance for stakeholders shepherding the process.
