CPD54 Information for NGOs

Registration 

NGOs that are accredited to and in good standing with the United Nations Economic and Social Council (ECOSOC) may designate representatives to attend the annual sessions of the Commission. 

Due to the COVID-19 pandemic, the fifty-fourth session of the Commission on Population and Development is scheduled to take place virtually/online (including the general discussion and interactive panels), with the exception of two in-person meetings (opening and closing) that will take place with the participation of New York-based delegates. Informal negotiations will likewise take place virtually. This format takes into account the constraints and opportunities as they might present themselves in the changing and evolving environment of the COVID-19 pandemic and the related safety and health guidelines implemented at the United Nations Headquarters. There is no expectation of travel to UNHQ in New York. All side events will take place fully virtually. 

Registration for NGOs in consultative status with the Economic and Social Council (ECOSOC) is open from 22 February 2021 to 5 April 2021 online via the United Nations Indico registration system.  via the Indico platform. Online registration is mandatory. We are not able to accept registrations by email.

Registration on the Indico platform will enable participants to receive information about preparatory activities as well as information about virtual formal and informal meetings and opportunities for interaction, including social media mobilization, directly to their registered email addresses.  

As in previous sessions, a limited number of registered representatives from non-governmental organizations in consultative status with ECOSOC will be able to speak during the general debate and to make oral interventions during the interactive dialogues, to be held within the context of panels, subject to time availability. Due to the virtual manner of the session, these contributions will be through virtual modalities. NGOs will be able to follow the proceedings of the session via live webcast which will provide interpretation in official Ãå±±½ûµØlanguages. There are opportunities for NGOs that registered for the CPD54 to address the Commission, subject to time availability, in the following.

Oral statements during the general debate 

Subject to time availability, oral statements may be delivered during the ±¹¾±°ù³Ù³Ü²¹±ô general debate by a limited number of NGOs in consultative status with ECOSOC. The format of oral statements (pre-recorded video or live video/audio connection) is still to be determined and will be communicated to accepted speakers in due course. Preference will be given to NGOs speaking on behalf of groups of organizations, caucuses, or coalitions.  

Oral statements should not exceed three minutes (approx. 350 words). Instructions will be communicated, via e-mail, to organizations that will be selected.

Interventions from the floor during an interactive panel 

A limited number of NGOs in consultative status with ECOSOC will be able to make oral interventions during the interactive debates following each panel discussion, via live video/audio connection. Interventions must be focused on the theme of the panel and not on any other issues. 

Interventions at interactive dialogues are NOT to be in the form of prepared statements; NGOs are therefore not required to submit copies of such interventions. These interventions must be in the form of comments or questions addressed to the panel experts. Interventions should not exceed three minutes. Instructions will be communicated via e-mail to organizations that will be selected to make an intervention.
