Kebede Kassa Tsegaye (PhD) is an Ethiopian and Senior Program Coordinator of Education, Science, Technology and Innovation (ESTI) at the Intergovernmental Authority on Development (IGAD) since 2017. His work with IGAD as a Senior Advisor on social development on consultancy basis dates back to 2011.

Between 2015 and 2019, he served as a Director for Research and Knowledge Management Office, at St. Mary’s University (Ethiopia). From 2003-2 010, he worked at the African Union, Department of Social Affairs as a Senior Expert/Program Officer where he was leading development of continental policies and strategies on health, culture, sports, population and development.

Between 1988 and 2003, he taught and held various posts, including as Dean, School of Graduate Studies, at Alemaya University in eastern Ethiopia.

Teaching, Research and Publication,

• He has published papers on different social development issues including rural employment, livelihoods, environment, higher education, teacher training, culture, conflict resolution/transformation and, among others. 
• He has provided consultancy services to different national, regional and international organizations. In this capacity, he has developed some of the key IGAD social development policies/strategies, including: 

• The IGAD Gender Policy and Strategy (2012-2020) 
• The IGAD Population and Development Policy 
• The IGAD Regional Adolescent and Youth SRH Policy 
• The IGAD Regional Climate Change Strategy
