Mohamadou Arabani SAIBOU is a specialist in the management, economics and regulation of electronic communications. He has over 30 years' experience in the Telecommunications and Information and Communication Technologies (ICT) sector.

He was Director General of the ESMT (?cole Supérieure Multinationale des Télécommunications) in Dakar, and an expert for the ITU, the African Union Commission, the European Union Commission, the ADB, UEMOA, ECOWAS, etc. on issues relating to training, capacity building and digital development in general.

Before joining ESMT, he worked at OPT Niger as head of the sales department. Mr SAIBOU is Africa's representative on the ITU/BDT's GCBI (Group of Capacity Building Initiative).

He is currently Managing Director of SMA Consulting Group, a firm with offices in Niger, Senegal and the Republic of Guinea, which provides consultancy, assistance and training in Africa to ministries, national regulatory authorities, telecoms operators, regional and international institutions and other players in the digital ecosystem.
