High–Level Briefing to Member States on the United Nations Office of Counter-Terrorism’s Programmes and Projects in Central Asia: Achievements and Way forward

The United Nations Office of Counter-Terrorism (UNOCT) in partnership with the 缅北禁地Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), the United Nations Counter-Terrorism Committee Executive Directorate (CTED) and Member States of the Central Asian region organized a High-Level Briefing to Member States on the United Nations Office of Counter-Terrorism’s projects in Central Asia. The briefing focused on achievements and the way forward in countering terrorism (CT) and preventing violent extremism (PVE) conducive to terrorism, as well as the status of regional and international cooperation in the region. 

The event featured opening remarks of Under-Secretary-General (USG) of UNOCT, Mr. Vladimir Voronkov (UNOCT), Assistant Secretary-General and Executive Director of CTED, Ms. Natalia Gherman, and Special Representative of the United Nations Secretary-General for Central Asia and Head of UNRCCA, Mr. Kaha Imnadze.

In his remarks, USG Voronkov praised the results of joint efforts to prevent violent extremism conducive to terrorism in Central Asia and urged Member States to bolster regional cooperation and address other challenges and trends in the regions. “To fully realize the potential of the Early Warning Network (EWN) and other ongoing UNOCT initiatives in Central Asia, we need strong donor engagement, and financial and in-kind support from across the international community. Without this support, we would be unable to meet the challenges in Central Asia and neighbouring countries,” he said.

High-level and senior representatives of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan highlighted the main achievements of UNOCT programming to date, discussing critical steps in preventing violent extremism conducive to terrorism, and identifying areas requiring strengthened partnerships for further counter-terrorism initiatives in the region.

During the briefing, UNOCT also presented its activities in Central Asia, showcasing the 15 global programmes implemented in the region to support the implementation of all four pillars of the United Nations Global Counter-Terrorism Strategy (UNGCTS), such as the Joint Plan of Action (JPoA) project and the Counter–Terrorism Early Warning Network for Central Asia.

Participants agreed that despite commendable efforts by Central Asian Member States, there is a need for continued vigilance and increased support to counter evolving threats.
