Office of Human Resources (OHR)

Transforming the United Nations through innovative global management strategies, policies and systems.

The Office of Human Resources fosters a dynamic, adaptable, mobile workforce with the highest level of competence and integrity to effectively and efficiently serve the mandates of the Organization.

OHR develops the regulatory human resources framework; strategies; policies; and, directives, to ensure the Secretariat is better equipped to carry out its functions both at Headquarters and in field offices.

The Office provides policy leadership in organizational human resources management areas including: strategic workforce planning; talent acquisition; organizational and staff development (including career planning), performance management; Organization-wide mobility and appropriate duty of care, for all Secretariat staff.

Together with DMSPC colleagues, OHR develops a clear and streamlined delegation of authority framework for the management of Secretariat-wide human resources, along with strengthened monitoring and accountability mechanisms. 

The Office also supports the implementation of the Secretary-General’s system-wide strategy on gender parity, the equitable geographical distribution of Member States in the Secretariat and the establishment of benchmarks towards achieving greater diversity.

 

WHO WE ARE and WHAT WE DO

Administrative Law Division (ALD)

The Administrative Law Division consists of the:

  • The Conduct and Discipline Service
  • The Disciplinary Accountability Service
  • The Appeals Section

 

The Division oversees the implementation of the 缅北禁地standards of conduct for all categories of personnel across the 缅北禁地Secretariat, including in field operations. We provide strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, and oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct by staff and uniformed personnel in peace operations, including prevention, comprehensive risk management and accountability mechanisms.

The Division works to empower and support 缅北禁地Secretariat senior leaders and managers in the exercise of their responsibilities to address conduct and discipline matters. It provides client-focused strategic, policy and legal expertise and guidance on all aspects of applications before the United Nations Dispute Tribunal.

Global Strategy and Policy Division (GSPD)

The Global Strategy and Policy Division consists of the:

The Global Strategy and Policy Division serves as the central strategic authority for all policy matters pertaining to the management of human resources. The Division supports the Assistant-Secretary-General in representing the Secretary-General in strategic HR matters and the overall oversight and promulgation of human resources policies and practices. The office also supports the Assistant Secretary-General in her role with regards to both intergovernmental bodies and interagency forum. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff. It is also responsible for strategic workforce planning and the further development of a knowledge management system, GSPD represents the Secretary-General in the context of intergovernmental bodies and in inter-agency forums. In addition, it is responsible for the conduct of the staff-management consultations as envisaged in article VIII of the Staff Regulations and Rules.
